• Conduct a comprehensive program review to evaluate all City spending based on clear, measurable outcomes, prioritizing initiatives that drive economic growth.
• Halt new capital borrowing until a full review determines which existing projects can be paused or cancelled without incurring financial penalties.
• Require realistic budgets for maintenance and operations before approving any future capital projects.
• Reduce or eliminate non-core spending and streamline management systems to improve efficiency.
• Pursue productivity gains across all departments, ensuring taxpayer dollars are used as effectively as possible.

By implementing these measures, PACE will work to stabilize taxes while delivering the highest possible value to residents.
